10 Documents to Verify Before Buying a Flat in Odisha

In real estate, paperwork is protection. Before you pay a booking amount or sign an agreement for a flat in Odisha, make sure these ten documents are in order.

1. Title deed / mother deed chain

The chain of ownership documents that shows how the land passed from owner to owner. A clean, unbroken chain is the foundation of a safe purchase.

2. Encumbrance Certificate (EC)

Issued by the sub-registrar, this confirms whether the property has any registered loans, liens or transactions against it. A long search period (often around 30 years) gives stronger comfort.

3. RERA / ORERA registration

For projects, verify the ORERA (Odisha Real Estate Regulatory Authority) registration number on the official portal. Registered projects must meet disclosure and compliance requirements.

4. Approved building plan & layout

Sanctions from the local planning authority (e.g., BDA) showing the approved plan, floors and layout. Deviations from the approved plan can create problems later.

5. Conversion / land-use and revenue records

Records such as the Record of Rights (RoR) and land-use conversion documents, confirming the land is legally usable for the intended purpose.

6. No Objection Certificates (NOCs)

Where relevant — from the builder’s lenders, the society, or authorities — confirming there are no outstanding claims or objections.

7. Agreement for Sale

The contract. Check the total consideration, payment schedule, carpet area, specifications, possession date, penalty for delay, and the developer’s obligations.

8. Property tax and utility receipts

Recent tax receipts and utility bills prove dues are cleared and reduce the risk of hidden liabilities.

9. Developer’s track record & completion certificates

For under-construction homes, look at completed projects and occupancy/completion certificates for earlier phases.

10. Your own identity, funding and tax papers

Keep PAN, Aadhaar, loan sanction letters, and payment receipts organised — you’ll need them for registration and for tax.
